Could you please explain the static testing comparing with dynamic testing?

Any standard, I can sort it out?

I feel I seem blank on this topic.

Whether in the railway context or other situations, the basic difference between static and dynamic testing is that the former is some sort of examination, measurement or evaluation of elements of a system (eg cable testing, correct components, desktop review of data etc) whereas dynamic testing is operating the system and checking it does what it should.
