I found RT7011 in the withdrawn documentation section of the RSSB site, it says it was withdrawn Aug 2006. but the notes did not say what had replaced it only a committee was looking into it. Does anyone know what has replaced it? A scan through the website didn't seem to show anything.
I am specifically trying to answer what evidence would need to be gathered to justfy not putting barriers on to a single line level crossing?

Also from the RSSB's website you can download the Railway Group Standards- may not be quite what you are looking for but worth getting GI/RT7011 and the associated GI/GN7611 Provision, Risk Assessment and Review of Level Crossings and also GI/RT7012 and its associated GI/GN7612 that gives some Miscellaneous Requirements..........
