The IRSE has produced a text book "ETCS For Engineers" which is a good source of reliable information and much easier to comprehend than wading through all the technical formal specifications (I can say this as although I am one of the listed authors in truth I only contributed a minor amount of the content); it is unfortunately quite expensive.
What you should have for free is Appendix V of the Module 2 Study Pack on the Exam DVD. I included here an explanation of ETCS which I regard as more than sufficient for an exam student attempting any of the modules, not just module 2. Indeed I venture to suggest that it would be a good idea if all those who pontificate about the subject actually understood it to this level of detail!
